How fast

How long does it take to build a new home in Palo Alto?

Plan on 15 to 22 months from your first design meeting to move-in. Homes that exceed Palo Alto's floor area ratio threshold trigger Individual Review, which adds a neighbor notice period most other South Bay cities don't require.

01
Design and FAR check
Floor plans, engineering, and confirming your lot's floor area ratio limit, 4 to 7 months
02
Individual Review
Neighbor notice plus city review, 10 to 18 weeks, longer if appealed
03
Foundation to framing
Foundation, framing, and rough systems, roughly 7 to 10 months
04
Finishes to move-in
Interior finishes, final inspection, and Certificate of Occupancy close out the project

Confirming your lot's floor area ratio limit before finalizing a floor plan, rather than after, is what keeps a Palo Alto build on schedule. Discovering a FAR conflict once drawings are done means redesigning on the clock, not before it starts.

Permits and review

What does new home construction in Palo Alto need beyond a standard permit?

Every ground-up build clears the city's most detailed plan check, but homes exceeding Palo Alto's floor area ratio limit trigger a second layer: Individual Review.

Individual Review requires neighbor notice and can extend to a public comment period before approval, most commonly for homes built to the maximum square footage a lot allows. Plan check and building permit fees for a new custom home in Santa Clara County typically run $35,000 to $95,000 depending on size and valuation, on top of any Individual Review processing fees. Daylight plane requirements also shape second-story massing well before drawings reach the city. If your lot is in an Eichler tract like Greenmeadow, added design guidelines apply to exterior character as well.

Check current thresholds through the City of Palo Alto planning division before finalizing your design.

Value

Is new home construction worth it in Palo Alto?

It depends more on intent here than in most cities. Since land value dominates Palo Alto pricing, the question isn't really whether building new adds value, it's whether you're staying long-term or planning to sell.

If you're staying, building to your lot's full floor area ratio resets everything: seismic bracing, Title 24 performance, and a layout designed for how you actually live, not how a 1950s ranch house was laid out. In Eichler tracts like Greenmeadow, a new build that respects the original post-and-beam character can outperform a generic design, since buyers there specifically seek out that architecture. Given Palo Alto's construction costs, this is a project owners generally take on to hold, not to flip.

Dreamprint Home Remodeling added rock siding to my one-story home, and it looks gorgeous! The other day one of my neighbors was on a walk and he stopped to let me know my front yard was looking sharp (he thought I might be selling my house because it looked so good.). Dreampoint completed the job in just a few days and took care to protect my new pavers. I would use this company again, anytime!

We had several issues with our home, including a leaky kitchen window, cracks in the stucco, and wood rot in the trim. Mendy from Dreamprint Home Remodeling quickly identified the source of the window leak and took the time to thoroughly explain our repair options. He listened to our concerns and remained available to answer any questions throughout the entire project. Mendy and his team were professional, courteous, and easy to work with. The work was completed on schedule, and the new window looks fantastic. What really stood out was their attention to detail. They didn’t just install the window, they tested it to ensure it was fully waterproof. While this may seem like a basic step, none of the other companies we consulted thought it was necessary. That extra care gave us confidence in Mendy and his team. The finished result exceeded our expectations. The house looks absolutely beautiful. If we ever need more work done, Mendy will be the first person we call!

Dreamprint Home Remodeling and its owner, Mendy Hahn, just completed an extensive series of remodeling projects for us, and we are extremely happy with the results. He was very professional and his communication was prompt and informative. His work crew, led by foreman Daniel, was also very professional and was willing to work evenings and weekends to get the jobs done quickly while keeping the worksite clean and interfering with our lives as little as possible. When we contacted Dreamprint, we were planning a major master bath remodel with some minor work on a second bathroom. Mendy had numerous helpful suggestions for both projects, including the addition of a built-in shelf unit in the master bath that we love. The master bath work included demolition of an old shower stall, spa tub, countertop, sinks, and flooring while retaining the existing built-in vanity. It also required removing a large window over the spa and reframing and replacing it with a smaller window. This window rework was a major stumbling block for other contractors we’d spoken with since it required both interior and exterior work, but Mendy handled it with no problem. The replacements include a large tiled walk-in shower with built-in bench and associated plumbing, new tile floor, new countertop and sink, new light fixtures, and the aforementioned shelf unit. As the project progressed Mendy kept us carefully aware of what materials (tile, plumbing fixtures, etc) would be needed and when, so we could have these selected and purchased in time. The secondary bath project started out as simply a countertop and floor replacement, but after seeing the work Dreamprint did in the master bath we opted to expand this to include a complete tub/shower replacement. Likewise we had several other projects we’d been thinking of doing, and opted to contract with Dreamprint after seeing the quality of the initial work. These included complete repainting of the house (both interior and exterior); replacing the hot water heater with a tankless water heater; retiling the entire kitchen and entryway floors; and replacing the water supply line into the house. All these projects were completed quickly and with high quality. The only significant issue we had was with a backflow regulator on the water supply line that leaked after installation, but Mendy promptly had his crew rework it until the problem was resolved, with no additional charge. Upon completing the projects Mendy walked through all the work looking for minor issues and blemishes for his crew to correct (often spotting things I would never have noticed until he pointed them out). I also had a short list of items I found in the weeks after the work was done. Mendy cheerfully made sure all these issues were corrected before requesting final payment. In summary, I highly recommend Dreamprint Home Remodeling to anyone, and will happily use them again myself for future home projects.

I highly recommend Dreamprint Home Remodeling! Mendy helped me with the permit process for my kitchen remodel and made what could’ve been a stressful situation feel smooth and manageable. His communication was excellent—he explained what to expect, followed through on every detail, and even took care of revisions requested by the city. He stayed involved even after approvals, answering my questions and following up when needed. It’s rare to find someone so reliable and professional. I’d gladly work with Mendy again.

We first started thinking about my garage remodel in 2021. The building itself was built in the 1930s, and the house had been remodeled in 2015. The previous owners worked hard to preserve as much of the original 1930s house as made sense, mixing in modern touches, but they left the garage for us. We very much wanted to retain as much of it as feasible, while correcting the sunken foundation and adding necessary improvements. I just reviewed my notes, and we spoke with exactly 20 different contractors about our project. We wanted to preserve the building, but were open to starting over if that made more sense. Dreamprint was one of the first contractors to come see our project, and also was among the few that were supportive of our desire to preserve the building. Angel visited us in August of 2023, and I wrote down his exact words: “I think we can save it.” To our delight, he was right. Working with an outside architect and Mendy, we got to a project plan and budget we were comfortable with, and we selected Mendy because it felt like he understood our goals and was committed to working through the project to get us the results we were looking for. In addition to understanding our desires, we felt that Mendy brought an owner’s perspective to the work. He advised options and approaches that we might have come upon ourselves if we were doing the work for ourselves. There was no feeling of shortcuts or half considered solutions. We felt we were being supported in building for the long term. Various of Mendy’s teams came through every day, including occasional weekend work, to move our project forward quickly. I have read that it can be occasionally difficult to have contractors deliver expeditiously, and this is thankfully not a problem we had with Dreamprint. Mendy was responsive, helped set our expectations, and quickly turned over options for us as we crossed milestones on the project. In the end, we got exactly what we were hoping for with our garage remodel project. We’ve brought countless people through to see the result, and many of our neighbors have commented on how great the garage looks. Pricing was fair, the support and communication were fantastic, and we recommend Mendy and Dreamprint enthusiastically.

Mendy is a great client. I worked with him on a small project. Though I am an overseas architect, but his communication was prompt and payments were on time. Would like to work with him again.

Frequently asked questions

New home construction in Palo Alto, answered

Q1 Does Palo Alto require all-electric systems in a new home? +
Palo Alto has adopted reach codes that go beyond statewide Title 24 requirements, and new residential construction is generally expected to be all-electric, no gas lines for heating, water heating, or cooking. This affects HVAC selection, appliance choices, and electrical panel sizing from the earliest design stage, so it's worth confirming current requirements before finalizing mechanical drawings.
Q2 Is my lot inside the Professorville historic district? +
Professorville is a designated historic district near downtown Palo Alto, and properties within it face additional design guidelines on top of standard Individual Review, particularly around demolition of contributing structures. Confirming whether your parcel falls inside the district boundary is one of the first things to check before assuming a straightforward teardown is possible.
Q3 Are there flood zone considerations for lots near San Francisquito Creek? +
Properties near San Francisquito Creek, which forms part of Palo Alto's border with Menlo Park, can fall within a designated flood zone. This may require elevated foundation design or additional drainage planning before the city will approve a new construction permit, so checking your parcel's flood zone status is worth doing before finalizing a foundation design.
Q4 Do I need to underground utility lines as part of a new build? +
Some Palo Alto neighborhoods require new construction to connect to underground utilities where available, rather than overhead service, which can add cost and coordination with the utility provider to your timeline. This is worth budgeting for early rather than discovering it once construction is already underway.
Q5 What if my property sits on Stanford-leased land rather than land I own outright? +
A small number of homes in the Palo Alto area sit on land leased from Stanford rather than owned in fee simple, which can affect financing, permitting authority, and what changes require university approval alongside city approval. If you're unsure which category your property falls under, this is worth confirming before any design work begins.
