How fast

How long does it take to build a new home in San Jose?

Most ground-up builds in San Jose run 12 to 18 months from the first design meeting to move-in. The bigger variable isn't the city's standard review track, it's whether your lot sits inside a historic district like Naglee Park or Rose Garden, which adds a design guideline step most San Jose neighborhoods don't require.

01
Design and district check
Floor plans, engineering, and confirming whether your lot falls in a historic overlay, 3 to 6 months
02
Plan review
San Jose Building Division review, 7 to 12 weeks, longer if historic district guidelines apply
03
Foundation to framing
Foundation, framing, and rough systems, roughly 6 to 9 months
04
Finishes to move-in
Interior finishes, final inspection, and Certificate of Occupancy close out the project

Confirming your parcel's historic district status before design starts, not after drawings are done, is the single biggest schedule-saver on a San Jose build. Outside those districts, most projects move through review about as fast as anywhere else in the South Bay.

Permits and neighborhood guidelines

What permits does new home construction in San Jose require?

For most lots, standard structural, electrical, and plumbing plan check through the city's Building Division is all that applies, no blanket design review layer citywide.

Plan check and building permit fees for a new custom home in Santa Clara County typically run $26,000 to $65,000 depending on size and valuation. The exception is homes inside a historic overlay district, such as Naglee Park, Rose Garden, or Hanchett Residence Park, where added design guidelines apply to exterior materials, massing, and street-facing character. Plan review currently takes 7 to 12 weeks outside those districts, longer within them. Every new build must also meet current seismic bracing standards and Title 24 energy code requirements.

Check current requirements through the City of San Jose building division.

Value

Is new home construction worth it in San Jose?

San Jose's biggest advantage isn't a single feature, it's the combination: lower entry pricing than its smaller neighbors, plus real upside in pockets where the surrounding housing hasn't kept pace. Outside the handful of historic districts, most lots skip the added review timelines that drive up cost elsewhere in the South Bay.

A large share of San Jose's housing dates to the 1950s through 1970s, and in neighborhoods like Willow Glen and Rose Garden, a well-built new home can command a real premium precisely because the surrounding stock hasn't caught up. Building new also means starting with current seismic bracing and Title 24 performance rather than inheriting whatever standard applied when the original tract was built, and doing it without a citywide design review layer keeps the timeline closer to what you'd expect anywhere else in the region.

Dreamprint Home Remodeling added rock siding to my one-story home, and it looks gorgeous! The other day one of my neighbors was on a walk and he stopped to let me know my front yard was looking sharp (he thought I might be selling my house because it looked so good.). Dreampoint completed the job in just a few days and took care to protect my new pavers. I would use this company again, anytime!

We had several issues with our home, including a leaky kitchen window, cracks in the stucco, and wood rot in the trim. Mendy from Dreamprint Home Remodeling quickly identified the source of the window leak and took the time to thoroughly explain our repair options. He listened to our concerns and remained available to answer any questions throughout the entire project. Mendy and his team were professional, courteous, and easy to work with. The work was completed on schedule, and the new window looks fantastic. What really stood out was their attention to detail. They didn’t just install the window, they tested it to ensure it was fully waterproof. While this may seem like a basic step, none of the other companies we consulted thought it was necessary. That extra care gave us confidence in Mendy and his team. The finished result exceeded our expectations. The house looks absolutely beautiful. If we ever need more work done, Mendy will be the first person we call!

Dreamprint Home Remodeling and its owner, Mendy Hahn, just completed an extensive series of remodeling projects for us, and we are extremely happy with the results. He was very professional and his communication was prompt and informative. His work crew, led by foreman Daniel, was also very professional and was willing to work evenings and weekends to get the jobs done quickly while keeping the worksite clean and interfering with our lives as little as possible. When we contacted Dreamprint, we were planning a major master bath remodel with some minor work on a second bathroom. Mendy had numerous helpful suggestions for both projects, including the addition of a built-in shelf unit in the master bath that we love. The master bath work included demolition of an old shower stall, spa tub, countertop, sinks, and flooring while retaining the existing built-in vanity. It also required removing a large window over the spa and reframing and replacing it with a smaller window. This window rework was a major stumbling block for other contractors we’d spoken with since it required both interior and exterior work, but Mendy handled it with no problem. The replacements include a large tiled walk-in shower with built-in bench and associated plumbing, new tile floor, new countertop and sink, new light fixtures, and the aforementioned shelf unit. As the project progressed Mendy kept us carefully aware of what materials (tile, plumbing fixtures, etc) would be needed and when, so we could have these selected and purchased in time. The secondary bath project started out as simply a countertop and floor replacement, but after seeing the work Dreamprint did in the master bath we opted to expand this to include a complete tub/shower replacement. Likewise we had several other projects we’d been thinking of doing, and opted to contract with Dreamprint after seeing the quality of the initial work. These included complete repainting of the house (both interior and exterior); replacing the hot water heater with a tankless water heater; retiling the entire kitchen and entryway floors; and replacing the water supply line into the house. All these projects were completed quickly and with high quality. The only significant issue we had was with a backflow regulator on the water supply line that leaked after installation, but Mendy promptly had his crew rework it until the problem was resolved, with no additional charge. Upon completing the projects Mendy walked through all the work looking for minor issues and blemishes for his crew to correct (often spotting things I would never have noticed until he pointed them out). I also had a short list of items I found in the weeks after the work was done. Mendy cheerfully made sure all these issues were corrected before requesting final payment. In summary, I highly recommend Dreamprint Home Remodeling to anyone, and will happily use them again myself for future home projects.

I highly recommend Dreamprint Home Remodeling! Mendy helped me with the permit process for my kitchen remodel and made what could’ve been a stressful situation feel smooth and manageable. His communication was excellent—he explained what to expect, followed through on every detail, and even took care of revisions requested by the city. He stayed involved even after approvals, answering my questions and following up when needed. It’s rare to find someone so reliable and professional. I’d gladly work with Mendy again.

We first started thinking about my garage remodel in 2021. The building itself was built in the 1930s, and the house had been remodeled in 2015. The previous owners worked hard to preserve as much of the original 1930s house as made sense, mixing in modern touches, but they left the garage for us. We very much wanted to retain as much of it as feasible, while correcting the sunken foundation and adding necessary improvements. I just reviewed my notes, and we spoke with exactly 20 different contractors about our project. We wanted to preserve the building, but were open to starting over if that made more sense. Dreamprint was one of the first contractors to come see our project, and also was among the few that were supportive of our desire to preserve the building. Angel visited us in August of 2023, and I wrote down his exact words: “I think we can save it.” To our delight, he was right. Working with an outside architect and Mendy, we got to a project plan and budget we were comfortable with, and we selected Mendy because it felt like he understood our goals and was committed to working through the project to get us the results we were looking for. In addition to understanding our desires, we felt that Mendy brought an owner’s perspective to the work. He advised options and approaches that we might have come upon ourselves if we were doing the work for ourselves. There was no feeling of shortcuts or half considered solutions. We felt we were being supported in building for the long term. Various of Mendy’s teams came through every day, including occasional weekend work, to move our project forward quickly. I have read that it can be occasionally difficult to have contractors deliver expeditiously, and this is thankfully not a problem we had with Dreamprint. Mendy was responsive, helped set our expectations, and quickly turned over options for us as we crossed milestones on the project. In the end, we got exactly what we were hoping for with our garage remodel project. We’ve brought countless people through to see the result, and many of our neighbors have commented on how great the garage looks. Pricing was fair, the support and communication were fantastic, and we recommend Mendy and Dreamprint enthusiastically.

Mendy is a great client. I worked with him on a small project. Though I am an overseas architect, but his communication was prompt and payments were on time. Would like to work with him again.

Frequently asked questions

New home construction in San Jose, answered

Q1 Can I split my lot and build two homes under SB9? +
In many cases, yes. California's SB9 allows eligible single-family lots to split into two parcels or add a second unit outside the standard ADU process, subject to minimum lot size and zoning conditions. San Jose's larger lot inventory in some neighborhoods makes this a genuinely viable option worth evaluating alongside a standard new build.
Q2 Does San Jose offer pre-approved plans that speed up permitting? +
San Jose maintains a pre-approved ADU plan program, and while it's specific to accessory units rather than full new homes, pairing a pre-approved ADU with a custom main house can shave real time off your overall permitting timeline.
Q3 Are there flood zone considerations for lots near San Jose's creeks? +
Yes, for parcels near Coyote Creek and a few other waterways. New construction on a designated flood zone lot can require elevated foundation design and additional drainage planning before the city will approve a permit, so checking your parcel's flood zone status is worth doing before finalizing a foundation design.
Q4 What design guidelines apply if my lot is in a historic overlay district? +
Guidelines vary by district, but they typically cover exterior materials, window style, and how visible the new home is from the street, on top of standard building permits. Confirming your parcel's district status before finalizing a design avoids a costly redesign after drawings are already done.
Q5 How do I choose a builder familiar with San Jose's varied neighborhoods? +
Given how much San Jose's neighborhoods differ, from historic districts to standard suburban tracts, ask a builder directly about their experience with your specific area's rules rather than their overall citywide project count. Local nuance matters more here than in smaller, more uniform cities.
